Harbor Compliance is worth paying for if you need multi-state business licenses and ongoing compliance monitoring. For a simple single-state registration, skip it.
Harbor Compliance launched in 2012 and says it has served more than 20,000 businesses. What it sells most isn't "we'll form your company." It's everything that comes after: researching, filing, and renewing business licenses, foreign qualification in other states, registered agent service, annual report management, and a compliance software platform with built-in reminders. That focus shapes the pricing. Basic formation isn't cheap here. Complicated compliance is where Harbor actually pulls ahead.
What it really costs
| Service | Price |
|---|---|
| Registered agent (all states) | $99 for the first year for new customers, then $149โ159/year on renewal; new customers can also prepay $198 for two years or $297 for three |
| LLC formation service fee | $99 plus state fee in older reviews; from $399 (roughly $399โ599+) plus state fee in more recent ones |
| Foreign qualification | About $399 (registered agent included) |
| EIN filing service | From $99 (the IRS itself charges nothing) |
| Amendments | $299 plus state fee |
| Business license | From about $500; custom quotes for complex industries |
Look at the formation fee row. Reviews from different dates quote numbers that differ by several multiples, which tells you the pricing has shifted with packages and over time. What you see on the checkout page is what you'll actually pay. Renewal for the registered agent also shows up as both $149 and $159 depending on the review, and the "$99" figure only applies to a new customer's first year. One more note on the EIN line: applying directly with the IRS is free. The $99-plus is Harbor's service fee, not an official charge.
Where it genuinely stands apart
Business licensing is the biggest difference from comparable platforms. Most formation services stop at registration and a registered agent. Harbor maintains a national licensing database, can research which licenses your business needs in which jurisdictions, file the applications, and track renewals. Foreign qualification works on a similar logic. If your company genuinely operates in several states, you have to register separately in each one, and Harbor has a mature process for that.
The other difference is the back end. Harbor offers an Entity Manager that puts all your entities, licenses, tax registrations, and annual report deadlines in a single interface with automatic tracking, plus a Compliance Score that gives you a live risk rating. Some reviews also mention same-day forwarding of documents through its registered agent service, with unlimited document storage and no per-item forwarding fees. Bizee has no equivalent entity management software, only basic compliance reminders. That's the clearest functional gap between the two.
What people say about it
Third-party ratings are middling. Trustpilot sits around 3.2/5 on roughly 50 reviews, Google around 4.3/5 on 200-plus reviews, and BBB gives it an A+. The two platforms are more than a full point apart, and neither has a big sample, so it's hard to draw a firm conclusion from the numbers alone. Some older reviews also note there's no refund guarantee, so confirm the current refund terms yourself before you pay.
Bizee, by comparison, scores around 4.7โ4.8 on Trustpilot across about 25,000 reviews. That's a much larger sample and a higher score. Still, the two companies emphasize different things, so a higher rating doesn't directly mean stronger features.
How it compares to Bizee and Northwest
| Item | Harbor Compliance | Bizee | Northwest Registered Agent |
|---|---|---|---|
| LLC formation service fee | $99 (older reviews) / from $399 (recent reviews) | $0 plus state fee on Basic; $199 plus state fee on Standard | $39 plus state fee |
| Registered agent | $99 first year, then $149โ159/year | Free the first year with formation, then $149/year; $149/year from day one if bought alone | Included the first year with formation, then about $125/year |
| Three-year registered agent cost | About $397 | About $298 (when bought with formation) | About $375 |
| Compliance dashboard | Entity Manager plus Compliance Score | Basic compliance reminders, no entity management software | โ |
| Best for | Multi-state operations, complex industry licensing | Single-state formation, free first-year agent | Simple single-state formation, stable renewal pricing |
Bizee's free first year comes with a condition: it's only free if you form the company through Bizee too. If you already have a company and buy a registered agent on its own, it's $149/year from the first day. ZenBusiness also charges $0 plus state fees for formation, with the first year of registered agent service included, but renewal runs $199/year, which is more than Bizee.
My take
If you're running a single-state LLC and mostly need to form a company and attach a registered agent, Harbor's pricing offers no advantage. Bizee's free first year and $149/year after that leaves you nearly $100 ahead of Harbor over three years on registered agent costs. Zenind, which we reviewed separately, along with Northwest and ZenBusiness, also all start cheaper. There's no reason to pay extra for compliance features you won't use.
The cases where Harbor makes sense are fairly specific. Your business already operates in multiple states and you need to handle foreign qualification in each. You sell something that requires industry-specific licenses, where researching and renewing them yourself would be costly. Or you hold several entities and want the registered agent, annual reports, and renewal reminders all managed from one place. In those situations, the extra money buys back research time and cuts the risk of missing a license.
| Your situation | Better choice |
|---|---|
| Single-state LLC, budget first | Bizee, Northwest, ZenBusiness |
| Multi-state operations, need foreign qualification | Harbor Compliance |
| Business involves specialized industry licenses | Harbor Compliance |
| Multiple entities, want renewals and reminders in one place | Harbor Compliance (Entity Manager) |
